Ezekiel 32:9

I will also vex the hearts of many people, when I shall bring thy destruction among the nations, into the countries which thou hast not known.

Ezekiel 32:9 belongs to the prophecy against Egypt in Ezekiel 29-32 concerning the certain destruction of Pharaoh and his host and Egypt's subjection to foreign powers. It predicts that God will vex the hearts of many peoples when He brings news of Egypt's destruction among the nations and into countries Egypt has not known. The distress spreads beyond Egypt itself as the report of its ruin is made known among unfamiliar lands.

That wider distress includes amazement among the peoples and fear for their own lives among the kings. Egypt's fall thus became a public display of God's judgment and a warning that restrained other nations.

The prophecy of Egypt's ruin was literally fulfilled, as shown by Egypt's long history under successive foreign rulers.
