Ezekiel 47:15

And this shall be the border of the land toward the north side, from the great sea, the way of Hethlon, as men go to Zedad;

The north border description belongs to the larger vision of healing waters flowing out from under the threshold of the sanctuary eastward at the south side of the altar. Those waters begin as a small, very small rivulet and then widen and deepen as they flow outward. They extend to the east country and to the west, to the islands of the sea and to all parts of the world. Wherever they go they bring healing.

The pattern shows that God's work starts small and grows as it spreads outward. It is not to be centered or concentrated in any one place. Strength and development come through bearing burdens in different localities. Each institution is therefore to remain independent under God's direction rather than being centralized under human control.
