Ezekiel 47:20

The west side also shall be the great sea from the border, till a man come over against Hamath. This is the west side.

The western boundary is set by the great sea. From under the threshold of the house eastward, at the south side of the altar, waters issue forth that begin as a small, very small rivulet. That rivulet grows into a work that reaches to the east and to the west, to the islands of the sea, and to all parts of the world.

The work is therefore not to be centered in any one place, nor is strength and efficiency to be concentrated in one place. Each institution is to remain independent, working out God's plan under His direction. This independence is necessary because bearing burdens gives strength and development, while freedom from responsibility leaves character undeveloped and powers repressed and weakened.
