Ezra 2:38

The children of Pashur, a thousand two hundred forty and seven.

The count given is the number of the descendants of Pashur who returned with the Jews to Jerusalem after the proclamation of Cyrus. It stands as part of the list of those who responded to Cyrus's decree and went up to Jerusalem to their own land. Those enrolled in that record had already returned from Babylon with Zerubbabel in the first year of Cyrus, to the number of 42,360 persons, distinct from the many Jews who still remained in Babylon and were afterward invited to return, a large number of whom went up later with Ezra.

Taken together, Ezra 2:1-65 lists nearly fifty thousand who accepted the offer and were free to return. The return belongs to the account of the restoration of the temple, in the same historical period as Haggai's message to the builders. As one of the lists of names of those who returned from the Babylonian captivity, it is a genealogical record and not an expressed promise.
