Ezra 8:36

And they delivered the king’s commissions unto the king’s lieutenants, and to the governors on this side the river: and they furthered the people, and the house of God.

The children of the captivity who came with Ezra to Jerusalem delivered the Persian king's commissions to his lieutenants and to the governors on this side of the river, to his officials west of the Euphrates after arriving in Jerusalem. Those officials then furthered the people and the house of God, aiding and supporting them.

The delivering of the commissions followed the offering of burnt offerings unto the God of Israel. Those offerings were made as a sin offering and in gratitude and thanksgiving for the protection of holy angels during the journey.
