Genesis 31:12

And he said, Lift up now thine eyes, and see, all the rams which leap upon the cattle are ringstraked, speckled, and grisled: for I have seen all that Laban doeth unto thee.

Genesis 31:12 belongs to the dream God gave Jacob in answer to his distressed prayer for direction when he did not know which way to turn. That perplexity came because Laban's countenance was no longer toward him as before, while he faced envy and danger from Laban and from Laban's sons.

In that dream God showed Jacob that He had seen all that Laban did to him in deceiving him and wronging him. That wrong included changing his wages ten times. In the same dream God directed him to leave Laban and go to his kindred and return to Canaan. The direction came with the promise that the God of his father had been with him and had not suffered Laban to hurt him, and with the assurance that God would be with him.

The verse thus shows God keeping His promises to Jacob by sending His angel to him in his hour of need under Laban. That angel came to instruct, comfort, and protect him. Jacob rehearsed the dream to Rachel and Leah in the field by his flock to explain his wrongs and his purpose to leave. They agreed that the riches God had taken from their father belonged to them and their children, and that he should do whatever God had told him.

Jacob also told of this deliverance to his children in his tent. Joseph remembered it on his way to Egypt as proof that the God of his fathers watches over, comforts, and protects His people.
