Genesis 44:1

And he commanded the steward of his house, saying, Fill the men’s sacks with food, as much as they can carry, and put every man’s money in his sack’s mouth.

Joseph commanded his steward to fill his brothers' sacks with grain and food, as much as they could carry, before they set out for home. He ordered each man's money to be put back at the mouth or opening of his sack. This command repeated an earlier provision of food with the money returned.

He had his silver cup concealed in Benjamin's sack. He had also given Benjamin five times as much food to see whether the others still felt envy toward him. The supplied food and returned money were part of Joseph's test of his brothers, to reveal their feelings toward Benjamin and whether they would stand by him.

The brothers left thinking they had safely departed Egypt with full sacks, but the steward pursued them and accused them of theft.
