Habakkuk 3:8
Was the LORD displeased against the rivers? was thine anger against the rivers? was thy wrath against the sea, that thou didst ride upon thine horses and thy chariots of salvation? Was the LORD displeased against the rivers? was thine anger against the rivers? was thy wrath against the sea, that thou didst ride upon thine horses and thy chariots of salvation?
The questions deny that displeasure, anger, and wrath are aimed at the rivers and the sea. Riding upon horses and chariots of salvation portrays a coming in glory and divine power to save and deliver His people. The setting is a vision of God appearing in glory and shaking the natural world. That appearing brings salvation for His people and for His anointed, while overcoming His enemies.
Power over rivers, sea, and earth accompanies that coming to deliver His people. In the time of trouble this is applied to cosmic upheaval in which the sea boils and casts stones onto the land.
