Haggai 2:2

Speak now to Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Josedech, the high priest, and to the residue of the people, saying,

The verse is the word of the Lord through Haggai commanding him to speak to Zerubbabel the son of Shealtiel, governor of Judah, and to Joshua the son of Josedech, the high priest, and to the remnant of the people. It was addressed to both the leaders and the rest of the community as builders engaged in rebuilding the temple. It opens a comforting message assuring the builders of God's presence with them. It introduces the assurance that the temple's true glory came from His presence, not from outward splendor.

The new house's greater glory would come from the promised presence of the Desire of nations. It belongs to a call urging God's people to build a house for Him. About that building, it shows in parable what God endorses and what He condemns. That call applies to building a chapel where people can worship God humbly and in an orderly manner.
