The word was spoken to Zerubbabel, governor of Judah. It was given on the day when blessings were promised to Israel for faith and willing obedience. In it God declares that He will shake the heavens and the earth. That shaking is an upheaval in which He overthrows the thrones of the heathen kingdoms and breaks their military strength.
