Hebrews 8:10

For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people:

God makes a new covenant to place His laws inside the mind and inscribe them on the heart, so that obedience springs from within rather than from outward constraint, setting His people apart for His service under His protection with Him dwelling among them. The law thus written is holy, just, good and perfect, reflecting His own nature, the same great law of love given in Eden, proclaimed at Sinai and once cut in stone, now written by the Holy Spirit on the heart in the principles of all ten commandments. He Himself does this writing by the Spirit for repentant sinners who come to Christ in faith and forsake sin, forgiving them and giving them power to become His children instead of seeking a righteousness of their own. No one can truly keep its requirements until it is so written, for mere knowledge, creed or outward profession cannot profit, but when received it cleanses the heart, makes the person a new creature partaking the divine nature, and brings mind and will into glad obedience that loves God and neighbor. Having it in mind and heart marks those who keep the seventh-day Sabbath as the seal of the living God, prepares them to stand through the time of trouble and satanic delusion, and honors them as keepers and witnesses of His law to warn and convict the world.

Covenant Promise Explained

Hebrews 8:10 states the new covenant in which God places His laws in the mind and inscribes them on the heart, so that obedience becomes inward and practical rather than merely external observance. By this promise He becomes God to His people and makes them His people, consecrating Israel specially to His service, keeping them under His protection, and dwelling among them. The principles of all ten commandments are thus to be honored and obeyed in daily life, not kept as outward Sabbath observance alone.

The law so written is holy and just and good, perfect and reflecting God's own nature, shared with repentant sinners who are made partakers of the divine nature and escape the corruption of the world through lust. It is the same law once engraved on tables of stone, now written by the Holy Spirit on the tables of the heart. It is the great law of love first revealed in Eden and proclaimed at Sinai, binding its keepers to God's will in lifelong service as Christ's co-workers in love to God, zeal for His glory, and love for fallen humanity. Those renewed by the Spirit cease seeking to establish their own righteousness and accept Christ's righteousness, His atoning blood for sin and His accepted obedience in their behalf, then through His grace bear the fruits of the Spirit, walk as He walked, delight to do God's will, and always do what pleases Him.

To have the law put into the mind and written in the heart means it governs choices as the supreme wisdom and authority. It becomes an inward guide engraved on mind and soul, so that following God's will is not bondage. Its people therefore obey God rather than human authorities whenever the two conflict, and will not depart from His commandments even to satisfy human demands.

The closing promise renews the divine relationship between God and man, so that He is their God and they are His people. In that relation God is their fear and dread, their confidence and strength, and their exceeding great reward, and therefore they are not to bind themselves to parties. He freely gives every attribute of His nature that they may reveal His image and reflect Him, shining as lights in the world.

Christ and Spirit Writing Within

God Himself performs this writing by the Holy Spirit, received and cherished as the representative of Christ, renewing and sanctifying the entire being by putting His laws into the mind and writing them in the heart. The Spirit is the mighty, all-powerful agency of complete transformation of character, making divine impressions upon the memory and stamping them upon the soul. Those who walk and work in love, conforming the will to God's will and delighting in the law after the inward man, receive this renewal by which the divine relationship is restored so that He is their God and they are His people. When He is allowed to work His will no sin is harbored but all dross is consumed as in a refining furnace, and God freely gives every attribute of His nature that man may reveal and reflect His image, giving the Spirit in unstinted fullness as on the day of Pentecost when hearts are prepared to receive it.

It is Christ who writes the principles of God's holy, just, good and perfect law, reflecting God's own nature, in the minds and hearts of repentant sinners. He does this for those who recognize their sin, break free from Satan's yoke, come to Him in faith, forsake sin, take His yoke, learn His meekness and lowliness, and entrust themselves to Him. Sinners cannot atone for their own sins, but Christ forgives sin and freely gives power to become God's children through His merits, so that they no longer seek their own righteousness but accept His atoning blood and His accepted obedience. In them He creates a divine principle of holiness that rules in the soul, enlightening the understanding and captivating the affections, renovating the soul through truth and sharing His life throughout their being. This inward renewal forms a new character and a life of loving service fit for the heavenly courts, leading believers to seek God wholeheartedly, walk in His way, lay hold of Christ's merits, and find strength and guidance to do His will, by which partakers of the divine nature escape the world's corruption through lust.

This writing takes place as people listen carefully to every sermon and Bible study and to the voice of the Holy Spirit leading into all truth, with the Spirit witnessing to the message through the messenger holding forth the Word of life. Hearers must be attentive to every suggestion, thought and divine impression, opening their hearts to receive every principle that truth embraces and bringing those principles into practical life, which is eating the flesh and drinking the blood of the Son of God. Through gospel proclamation God opens eyes to His statutes and writes His law on the hearts of the truly penitent, working through human agents to lead believers into unity, love for God and obedience to His commandments, preparing them for translation. Truths learned through Bible study are written in the soul and leave an enduring impression, so that making the Bible their study deepens knowledge of God and engraving the law in the heart enables standing the test in the time of satanic delusion and peril.

Mere knowledge of truth is not enough, for truth merely assented to by the understanding does not profit or illumine the soul. A correct creed and a firmly held ancestral faith cannot correct the evils of the natural heart nor restore the moral image of God in man, and theoretical belief or outward profession without the whole heart given to God cannot produce true obedience. As the ten commandments written merely on tables of stone could not guide the Hebrews, so the law must be engraven on the soul by the Spirit of God to sanctify the soul temple and produce obedience from within. Appeals alone cannot bring people to fulfill God's requirements unless the Lord speaks to the soul and impresses them within, and only when truth sinks into the heart and reforms life and character, with willing mind, earnest spirit and hearty self-denying efforts filled with love to God and man, does a person love God supremely and therefore love neighbor as self, with only the truth as it is in Jesus giving light to do good and only good to others.

Its claims must therefore be presented in full to lead people to loyalty to God. Efforts to rescue people from degradation will not succeed unless the law is thus imprinted on mind and heart and impressed within them.

Inward Obedience and Character

No one can truly keep or fulfill the requirements of the law unless it is written in the heart, for the heart must be cleansed and brought into conformity and harmony with the will of God. As is the health of the heart so is the religious experience and the fruit seen in the life, and only the one who makes righteousness a part of life rightly estimates truth. To one who merely professes without being sanctified by its power and stamped with its image, truth is no truth but is kept in the outer court, with only superficial love for Christ and little controlling power over reason. True preparation for service therefore requires faithful dealing with the soul, earnest seeking for grace and strength, rejection of worldly ambition, plans and principles, and a heart filled to overflowing with the love of Christ so the whole being is enlisted in God's service with affections set on things above.

When truth is received into the heart it illuminates the soul, expels guile and selfishness, and becomes woven into the character, and giving God the whole heart, mind, soul and strength is what enables loving Him supremely and the neighbor as self. Truth only profits when taken into the heart where it sinks in and reforms life and character, and mere knowing or assenting or professed assent is not obedience in truth but leaves the Word a dead letter. Without this inward work the affections are not set on things above, the heart as the citadel of man is left open for the enemy to occupy as a stronghold, and defects are reproduced in others. God looks on the heart and religion is as the heart is, because He requires all the heart, all the soul, all the affections.

So received, it makes the whole person a new creature, born again of the Spirit, when the affections are given to God. Believers thereby partake the divine nature and escape the corruption in the world through lust, the law written within being holy, just and good and reflecting God's own nature. This inward change means putting off the old self and putting on the new through regenerating grace, so that righteous principles become part of character and not merely outwardly followed rules, and righteousness becomes part of life. Its sanctifying power is then revealed in spirit, words and actions.

The mind and will are brought into obedience to Christ, thoughts are brought into subjection and defects of character are removed, and His grace impresses and writes the law there to be revealed in a sanctified life in character, spirit, words and actions. This inward writing roots out covetousness which is idolatry, envy, selfishness and love of the world, and leads to a holy life. It becomes a pleasure to act justly, love mercy and walk humbly with God, and a life so shaped by God's words and law powerfully convicts the world.

Those in whom it is written do not only believe it theoretically but live it as a living, vital principle acted out in the life, showing by good works that it is perfect converting the soul. They uproot selfishness and covetousness from the heart and plant there the precepts of righteousness, and their faith works by love to purify them from evil suggestions. Keeping the law in truth means loving God with heart, mind, soul and strength and devoting self unreservedly to His service, which keeps the first four commandments enjoining supreme love for God, and showing unselfish love for one another, which keeps the last six. True love for God always manifests itself and cannot be hidden, being the same love Christ revealed for His Father and for fellow men. Those who have Christ abiding in the heart reveal Christ in character, represent the Redeemer, have the mind of Christ and do the works of Christ in loving words and deeds of mercy in behalf of those needing the gospel, both for the household of faith and for those still to be brought to knowledge of the truth.

This inward work is shown in constant submission bringing the laws of His kingdom into daily practice, with divine rules written in the heart and carried into everyday conduct. Received inwardly, truth works with hidden power to transform, outward kindness and courtesy testify to that change, and the divine law formed within enables Christlike character. Truth engraved on the soul and stored in the mind thus shapes conduct and shines out in the life, with words and conduct reflecting an indwelling Saviour and delight in His law. If truth makes no decided change it is of no value, like salt that has lost its savor and is good for nothing, revealing no saving redeeming qualities to the world.

A person who refuses to obey when tested shows the heart is unregenerate, whatever outward conduct or professed belief may suggest, and dying to self is necessary to know spiritual holiness. The law must reach the conscience so the person sees how sinful sin is. Without that inward writing no one will ever practice its holy precepts, for it means being doers of the Word, taking heed to the voice of God, bearing the cross after Jesus, hourly subduing self, and having the Spirit of God.

Where the Spirit of God dwells this shapes the home into harmony, with careful words, controlled spirit, mutual respect and love, the wife submissive yet a companion and not a bond slave, the husband gentle and not arbitrary, lordly or exacting, repressing everything that mars peace and unity and cherishing kindness, love, tenderness and forbearance. A profession of faith is empty when life is marked by unclean habits in personal appearance, clothing and home, which are incompatible with the law written in the heart. Cleanliness and suitable clothing for Sabbath worship show honor for the Sabbath and for God.

Christ's abiding presence accompanies this engraving, He is invited to remain in the soul, and obedience to God's law brings life, happiness, blessing and His special blessing. The law turns the soul toward God, while Christ's love banishes hatred, selfishness, envy and strife and leads people to encourage and serve one another. Those who belong to Him delight to do His will, and at the completion of redemption the law is seen as perfect and unchanging in the hearts of beings who delight to obey God.

Truth engraved on the soul and stored in the mind must shape words and way of life, for truth not accepted and practiced cannot save the soul. Heart service means receiving Christ's love, giving the whole heart to the Saviour, and practicing the truth He brought through His crucifixion. The law written within is expressed through sanctified actions, and Christianity in the heart makes a person like Christ.

Sabbath Seal and Final Standing

Hebrews 8:10 is fulfilled when God's law is held in the mind and written in the heart, and the mind is the forehead where the seal of the living God is received. That seal is the Sabbath, and having the law thus inward belongs to those who observe the seventh-day Sabbath. The Sabbath is the sign to the world that they are linked to the God of heaven as His loyal subjects trusting His veracity and power as Creator, and the sign by which God recognizes them as His chosen people. To understand the Sabbath as a sign between God and His people that He is the Lord who sanctifies them is to enter the covenant promise of the law put into the mind and written in the heart.

This inward keeping prepares God's people to stand through the time of trouble and to receive the seal of the living God. Only those with clean hands and pure hearts will stand in that trying time. Worldly thoughts and cares and distractions can crowd out present truth and leave no place for the seal, so the law must be kept in mind and heart in preparation.

In the sealing time just before Jesus steps out from between God and man and the sealing is finished, the commandments of God are written in the hearts and minds of His people. With that law inside them they are strong and bold to keep on the whole armor of God and to fight every inch of ground against Satan come down in great power knowing his time is short. They keep crying, The commandments of God and the testimony of Jesus, even though the sons of Anak are many and tall. Keeping the commandments brings victory and entrance into the goodly land, with right to the tree of life, drinking of the streams that make glad the city of God, beholding the face of Jesus and being made like Him, for redemption is nigh.

Having God's law engraven in the heart by making the Bible the study is what enables standing the test in the time of satanic delusion and peril when appearances will deceive. In that time Satan's masterly miracle-working power carries the whole world and the fallen churches with it, and Satan personating Jesus Christ is worshiped as God amid shouts of victory and praise. This inward inscription gives strength and courage to remain faithful amid opposition. Having the law written in the heart means cherishing His words, bringing the laws of His kingdom into daily practice, living in constant submission to His will, learning from Christ, regarding His heavenly injunctions as the spring of existence, and as faithful stewards heeding every command and acting out in life the true religion that emanates from God, thereby representing the principles of His government.

Entrusted Witness and Mission

God honors His people by making them keepers and depositaries of His law, printing it in the mind and writing it upon the heart. These truths entrusted to them are of vital importance, to be made known as a warning to the world and to test the world. The law is thus written not only in the heart but in the life, shown when they lay aside their own will and seek to do God's will. In that surrender their lives bear a living and visible testimony that God's law governs them even when evil is widespread.

As His covenant and chosen people they are called to obey His government, live holy lives in loyalty to His rule, and represent Him on earth. Sin separates them from God and dishonors His name by giving the enemies of His law grounds to reproach His cause and people. When the writing is inward the mind and will are brought into obedience to Christ, covetousness which is idolatry with envy and love of the world are rooted out, and it becomes a pleasure to act justly, love mercy, and walk humbly with God. Such a life shaped by His words powerfully convicts the world, and only such a spiritual, peculiar people zealous of good works can represent Christ and shine as lights showing forth His praise.

Sabbath-school teaching is not complete until learners' lives show the precepts have become inwardly received and not merely understood intellectually or accepted in the mind. It is not enough to have knowledge of truth; those who know it must walk and work in love in conformity to the law and delight in the law after the inward man. Teachers of truth must themselves behold Christ until changed into the same image, die to self and be renewed in the divine image, be sanctified soul, body, and spirit, and then impart what they receive to bring souls under the moving of the Spirit. The new covenant includes the people of the South, including the colored people, who too are to be brought into relationship with God through the gospel taught to them. This embraces Black people freed from slavery but still in bondage to ignorance and needing the gospel taught to them.
