Hebrews 8:8

For finding fault with them, he saith, Behold, the days come, saith the Lord, when I will make a new covenant with the house of Israel and with the house of Judah:

The days come when a new covenant is made with the house of Israel and with the house of Judah, because the people did not remain faithful to the former covenant. The divine purpose was that Israel should be set apart especially for consecrated service, ruled by divine laws, shielded by divine protection, and admitted to divine presence and grace. In this new covenant the law is put into the mind and inscribed upon the heart, so that God is their God and they are His people.

The new covenant embraces the colored people of the South, who stand in need of salvation and may obtain it through Christ. It embraces alike the white people and the colored people of the Southern States, for they have souls to be saved and are not to be passed by.
