Hosea 10:11

And Ephraim is as an heifer that is taught, and loveth to tread out the corn; but I passed over upon her fair neck: I will make Ephraim to ride; Judah shall plow, and Jacob shall break his clods.

Hosea 10:11 belongs to a prophecy given near the end of Israel's time as a kingdom, during a period of extreme wickedness and political instability. In verses 11-12, Judah plowing and Jacob breaking clods prepares the ground so that righteousness can be sown and mercy reaped. The verse therefore calls for breaking up the fallow ground of the heart and seeking the Lord until He brings righteousness.
