Hosea 12:2

The LORD hath also a controversy with Judah, and will punish Jacob according to his ways; according to his doings will he recompense him.

The Lord has a controversy with Judah and will punish Jacob according to his ways, recompensing him according to his doings. Judah, like Jacob or Israel, is thereby held accountable for conduct and does not escape reproof. The comparison is nevertheless in Judah's favor, for mercy is promised to Judah while Ephraim has sinned beyond recall. Judah still rules with God and is faithful with the saints, whereas Ephraim and Israel are marked by lies and deceit.
