Hosea 13:3

Therefore they shall be as the morning cloud, and as the early dew that passeth away, as the chaff that is driven with the whirlwind out of the floor, and as the smoke out of the chimney.

Persistent idolatry and refusal to return to God bring judgment in which the people pass away like a morning cloud and like early dew that disappears. The same end is pictured as chaff scattered from the threshing floor by wind and as smoke escaping and vanishing from a chimney. These four images together declare that rebellion against God ends in fleeting ruin and in destruction that is swift and complete.

The driving of chaff by the whirlwind also reveals the opposite outcome for loyalty, for when the church remains loyal to God and obeys His commandments it cannot be overwhelmed by the forces of evil. Empowered by divine strength, a faithful and obedient church withstands opposition while its enemies are swept away like chaff before the whirlwind.
