Hosea 13:4
Yet I am the LORD thy God from the land of Egypt, and thou shalt know no god but me: for there is no saviour beside me. Yet I am the LORD thy God from the land of Egypt, and thou shalt know no god but me: for there is no saviour beside me.
The speaker is the Lord who has been Israel's God ever since bringing them out of the land of Egypt. He requires Israel to acknowledge no god besides Himself. There is no savior beside Him. This exclusive claim to save stands against Israel's idolatry and self-made images, affirming that despite their unfaithfulness He alone remains their God and help.
