Hosea 2:18
And in that day will I make a covenant for them with the beasts of the field, and with the fowls of heaven, and with the creeping things of the ground: and I will break the bow and the sword and the battle out of the earth, and will make them to lie down safely.
In that day points to the last days of earth's history, when God renews His covenant with His people. Those with whom He renews it are His repentant people who keep His commandments. The covenant is a covenant of peace and safety for them, by which hostility and warfare are removed from the earth so they can live without fear.
By that covenant He makes peace for them with the beasts of the field, and with the fowls of heaven, and with the creeping things of the ground. He restrains hostility among the creatures and establishes peace between His people and the creatures of the earth, so that His people are safe even in relation to the animals.
He breaks the bow and the sword and removes battle and warfare out of the earth. Having ended warfare, He makes His people to lie down safely and to live safely without fear.
