Hosea 3:4

For the children of Israel shall abide many days without a king, and without a prince, and without a sacrifice, and without an image, and without an ephod, and without teraphim:

The verse concerns the ten tribes, the children of Israel, who would abide many days without a king or prince, that is, without civil rulers. They would also be without sacrifice, image, ephod and teraphim, that is, without their former sacrificial and religious institutions, including both sacrifice and means of divine guidance and idols. This condition is a judgment tempered with promise of future glory, in which they would not regain their former power in Palestine but would remain wanderers among the nations.

Afterward they shall return and seek the Lord their God and David their king, and shall fear the Lord and His goodness in the latter days. They will nevertheless have a part in the final restoration of God's people when Christ appears as King of kings and Lord of lords. The prophecy reaches its complete fulfillment in the gathering out from all nations of a people prepared for the second coming of Christ, the remnant of Israel symbolized by a woman representing the chosen church on earth.
