Hosea 3:5

Afterward shall the children of Israel return, and seek the LORD their God, and David their king; and shall fear the LORD and his goodness in the latter days.

After abiding many days without a king and without a prince and without a sacrifice and without an image and without an ephod and without teraphim, the children of Israel enter a long period without a king and without worship. Afterward they shall return and seek the LORD their God and David their king, and shall fear the LORD and His goodness in the latter days, honoring the Lord and His goodness. The ten tribes are not to regain their former power in Palestine, but are to remain scattered among the nations.

The prophecy is to reach its complete fulfillment in the final restoration of God's people at the end of earth's history. That fulfillment comes in the gathering out from all nations of a people prepared for the second coming of Christ, when Christ appears as King of kings and Lord of lords. The remnant of Israel thus gathered is symbolized by a woman, representing the Lord's chosen church on the earth.
