Hosea 5:11

Ephraim is oppressed and broken in judgment, because he willingly walked after the commandment.

Ephraim stands for the apostate ten tribes of Israel in their separation from God. Their oppression and crushing under judgment came not by accident but because they willingly followed a deliberately chosen course of evil. To be broken in judgment means their moral discernment failed, so that they could no longer perceive the disastrous outcome toward which their actions were carrying them. That persistent rebellion would terminate in their loss of nationhood and their scattering to become wanderers among the nations.
