Hosea 7:10

And the pride of Israel testifieth to his face: and they do not return to the LORD their God, nor seek him for all this.

The verse describes the condition of the northern kingdom of Israel, called Ephraim with its capital Samaria, in the time when God was offering healing and sending invitations to turn back before the Assyrian captivity. The pride of Israel testifies to his face by openly accusing the people, standing as evidence against them and exposing their guilt.

Despite everything done for them, despite what had happened to them, despite their wrongdoing, and despite God's offers of healing, they do not return to the Lord their God nor seek Him. That failure to return reveals spiritual decline and persistent impenitence in refusing to respond to God and repent.
