Isaiah 13:19
And Babylon, the glory of kingdoms, the beauty of the Chaldees’ excellency, shall be as when God overthrew Sodom and Gomorrah. And Babylon, the glory of kingdoms, the beauty of the Chaldees’ excellency, shall be as when God overthrew Sodom and Gomorrah.
Babylon is presented as the foremost of kingdoms, the glory of kingdoms and the beauty of the Chaldees' excellency, the pinnacle of Chaldean splendor, greatness and beauty. Despite that splendor and greatness, it would be utterly ruined and destroyed by God, brought to utter ruin just as when God overthrew Sodom and Gomorrah. Its glory and power would completely disappear.
The city would become desolate and accursed, made like Sodom and Gomorrah in utter destruction. It would be left never to be inhabited again.
