Jackals and an Owl Among the Ruins of Babylonby emmanuel_higgins

Isaiah 13:20

It shall never be inhabited, neither shall it be dwelt in from generation to generation: neither shall the Arabian pitch tent there; neither shall the shepherds make their fold there.

Babylon after judgment is left in lasting desolation, never to be inhabited nor dwelt in from generation to generation. The desolation is total and continuing, with no return to dwelling across successive generations. Once the glory of kingdoms, it is brought down to the condition of Sodom and Gomorrah. In that overthrow it is permanently laid waste, a place made desolate rather than restored.

Not even Arabian nomads pitch tent there, refusing it as a camping place. Neither do shepherds make their fold there nor use it as a home for themselves and their flocks. Both the wandering tent-dweller and the shepherd seeking pasture leave it alone, so that neither temporary shelter nor pastoral use remains.
