The declaration was given in the year that King Ahaz died. In that setting it announces the fixed intent of the Lord of hosts to break the Assyrian power within His own land and to trample that oppressor underfoot upon His mountains. That breaking means the yoke is lifted from shoulders and the heavy burden is removed, so that those held down by Assyria go free.
This freeing work is not a merely local event, for it is the purpose purposed upon the whole earth by a hand stretched out upon all the nations. Its reach extends to every nation because God's power governs the whole earth. The outcome is made certain by His oath, for as He has thought so it shall come to pass and as He has purposed so it shall stand. No power can disannul that purpose or turn His outstretched hand back.
