Isaiah 15:3
In their streets they shall gird themselves with sackcloth: on the tops of their houses, and in their streets, every one shall howl, weeping abundantly. In their streets they shall gird themselves with sackcloth: on the tops of their houses, and in their streets, every one shall howl, weeping abundantly.
Isaiah 15:3 stands within the extended sequence of pronouncements against the nations found in chapters 13 through 23. Within that sequence it belongs to the oracle directed against Moab. It announces impending calamity for Moab, pictured as public lamentation throughout its towns. The inhabitants gird themselves with sackcloth in the streets and lift up loud howling from the tops of houses as well as from the streets, every one weeping abundantly.
