Isaiah 15:4

And Heshbon shall cry, and Elealeh: their voice shall be heard even unto Jahaz: therefore the armed soldiers of Moab shall cry out; his life shall be grievous unto him.

Isaiah 15:4 belongs to a prophecy and prediction against Moab, one of Judah's oppressors. Heshbon and Elealeh are towns of Moab, and they cry out in distress. Their voice and distress is heard even as far as Jahaz. Moab's armed soldiers also cry out in grief and anguish, with inward suffering so that life is grievous to him.

In this the verse portrays the distress and coming ruin of Moab. The Hebrew word nephesh here is translated life and refers to the Moabite soldiers' life, one of 118 places where nephesh is rendered life or lives.
