Isaiah 16:3

Take counsel, execute judgment; make thy shadow as the night in the midst of the noonday; hide the outcasts; bewray not him that wandereth.

Fair counsel and just judgment are to be put into action for the sake of people driven from their homes. Protection is to be as complete as making shade dark as night in the middle of the day, so that those in danger are covered as fully as a traveler is covered by deep shadow at noon. Those cast out are to be concealed, and the fugitive wanderer is not to be betrayed or exposed to pursuers. The appeal continues in the next verse, where the outcasts are to be permitted to live among those giving them refuge and to be shielded from the one who would plunder them.
