Isaiah 16:4
Let mine outcasts dwell with thee, Moab; be thou a covert to them from the face of the spoiler: for the extortioner is at an end, the spoiler ceaseth, the oppressors are consumed out of the land. Let mine outcasts dwell with thee, Moab; be thou a covert to them from the face of the spoiler: for the extortioner is at an end, the spoiler ceaseth, the oppressors are consumed out of the land.
The charge is to open a dwelling place to those driven from their own homes and to stand as a covering shelter for them against the spoiler. That shelter is protection from persons who would take advantage of their defenseless condition and crush them by exploitation and oppression. To receive fugitives and outcasts in this way is not optional kindness but binding duty.
The same word joins that duty to the certainty of deliverance, for the extortioner is brought to an end and the spoiler ceases. Oppressors are consumed out of the land, so their power to prey upon the homeless does not continue.
