Isaiah 16:7

Therefore shall Moab howl for Moab, every one shall howl: for the foundations of Kir-hareseth shall ye mourn; surely they are stricken.

Isaiah 16:7 belongs to the first part of Isaiah, chapters 1 to 39, given while Isaiah was actively mingling in the public concerns of the rulers and the people as God's messenger to the nation. It does not belong to the second part, chapters 40 to 66, written in his later years apart from active work and occupied wholly with the future. That future includes deliverance from the Babylonian captivity by a named monarch and deliverance from sin and error through the Messiah. It is one of the single prophecies published at different times and on different occasions and afterward brought together into one collection, where it remains marked as distinct and single.

It belongs to the predictions concerning Moab in chapters 13-16. It is part of the prophecy against Moab, who was one of the oppressors of Judah.
