The cities of Aroer are forsaken: they shall be for flocks, which shall lie down, and none shall make them afraid.
The verse stands within the prophecy of judgment pronounced against Damascus. That judgment is directed against Damascus and its surrounding land. The cities of Aroer would be forsaken and turned into pasture where flocks lie down with nothing to make them afraid, a fate distinct from Tyre's, which would be destroyed until its bare rocks were used by fishers for spreading nets.
