Isaiah 22:2

Thou that art full of stirs, a tumultuous city, a joyous city: thy slain men are not slain with the sword, nor dead in battle.

The chapter is aimed at Jerusalem, not at the foreign nations taken up in the chapters around it. It stands within the prophecies of Isaiah 20-22 dealing with Assyria, the wilderness of the South, Idumea, and Israel. The city is portrayed as filled with activity and commotion, noisy and tumultuous. It is also portrayed as joyous. Its slain are declared to be not slain with the sword nor dead in battle.

The wakeful, bustling city pictures London. London is wakeful and bustling in an active age. Its outward activity goes together with a lack of spiritual progress.
