Isaiah 22:3
All thy rulers are fled together, they are bound by the archers: all that are found in thee are bound together, which have fled from far. All thy rulers are fled together, they are bound by the archers: all that are found in thee are bound together, which have fled from far.
Isaiah 20 to 22 forms a connected group of prophecies concerning Assyria, the wilderness of the South, Idumea, and Israel, with chapter 22 giving the prophecy concerning Israel. Within that group the verse falls under the burden of the valley of vision, which stands among the prophetic judgments upon cities and peoples. That chapter, and so the verse within it, is directed against Jerusalem.
