Isaiah 22:5

For it is a day of trouble, and of treading down, and of perplexity by the Lord GOD of hosts in the valley of vision, breaking down the walls, and of crying to the mountains.

Isaiah 22:5 belongs to the first part of Isaiah, which consists of prophecies and historical accounts from the prophet's period of public activity, whose individual prophecies were given on different occasions and later collected together. Its setting is the prophecy against Jerusalem in Isaiah 22, rather than the surrounding prophecies against foreign nations. Jerusalem is called the valley of vision, and the prophecy is one concerning Israel grouped with prophecies concerning Assyria, the wilderness of the South, and Idumea. It describes a day of trouble, treading down or defeat, and perplexity or confusion in Jerusalem, called Zion.

That day comes by and under the permission and rule of the Lord God of hosts. The verse applies to the afflictions of the church, including the continuing rage of antichrist and the suffering of God's people. Such troubles remain under God's rule and ultimately serve their good.
