Isaiah 23:13

Behold the land of the Chaldeans; this people was not, till the Assyrian founded it for them that dwell in the wilderness: they set up the towers thereof, they raised up the palaces thereof; and he brought it to ruin.

Isaiah 23 contains the prediction that the shame and downfall of Tyre would come through the Chaldeans, that is Babylon. That Chaldean work was the destruction of Tyre by Nebuchadnezzar. This destruction by Nebuchadnezzar is distinct from the later destruction by Alexander, when the stones and timber and dust of the city were thrown into the sea to make a bridge to New Tyre.

In its setting the same prophecy describes the citizens of Tyre escaping to places of refuge without finding rest. The city would be restored after seventy years, being the lifetime of the king who destroyed it. Then it would be destroyed again, burned and cast into the sea, and would never regain its former importance. In time Tyre would be devoted to the worship of the true God and would become only a fisher's rock.
