Isaiah 24:21
And it shall come to pass in that day, that the LORD shall punish the host of the high ones that are on high, and the kings of the earth upon the earth. And it shall come to pass in that day, that the LORD shall punish the host of the high ones that are on high, and the kings of the earth upon the earth.
The Lord will in that day punish together two distinct orders of offenders, the host of the high ones that are on high and the kings of the earth upon the earth. The high ones on high are powers in heaven, while the kings are those who rule on the earth. This punishment comes when the earth is destroyed. It accompanies the earth's collapse under its transgressions.
Those punished will then be gathered together as prisoners. They will be confined in custody and visited afterward, as the verses that follow explain. This judgment is set alongside the Lord's glorious reign in Zion and Jerusalem.
