Isaiah 24:3

The land shall be utterly emptied, and utterly spoiled: for the LORD hath spoken this word.

The land will be utterly emptied of its inhabitants and utterly ruined and spoiled, and this is certain because the Lord has spoken and decreed it. In that emptying the earth is turned upside down and its inhabitants are scattered. The desolation comes because people have transgressed the laws, changed the ordinance, broken the everlasting covenant, and defiled the earth. Under the curse the earth is devoured and left desolate, its inhabitants languish and are left desolate, and all rejoicing ends, with the mirth of tabrets ceasing and the noise of rejoicing and the joy of the harp ending.

The judgment falls on people of every rank and condition, and few people will remain. The emptying takes place at the coming of Christ, when the wicked are blotted from the face of the whole earth and consumed and destroyed by His glory, while He takes His people to the city of God, leaving the earth without inhabitants. The emptying and spoiling also belong to the scenes of trouble just before the second coming, when the world is stirred with the spirit of war and the prophecy of Daniel 11 has nearly reached its complete fulfilment.

These are final scenes in the history of the world whose approach is already casting its shadow, and these events are near. The cleansing comes in stages, first in a limited degree and then with greater power, to bring people to repentance. The description applies to people brought low by worldly pollution and corruption, strong drink, and bodily indulgence: though degraded and unable to recover themselves, they remain prisoners of hope and are to be reached with the call to come to God and with the gospel.
