Isaiah 25:5

Thou shalt bring down the noise of strangers, as the heat in a dry place; even the heat with the shadow of a cloud: the branch of the terrible ones shall be brought low.

The promise is that the noisy uproar of strangers and foreigners will be brought down, and the branch and power of the terrible ones will be brought low, as heat in a dry place is eased by the shadow of a cloud. That bringing low is the future destruction of all pride and self-exaltation, by silencing and humbling hostile nations and their threatening, oppressive power.

The same act reveals God as a strength to the poor and a strength to the needy in distress, a refuge from the storm and a shadow from the heat when the blast of the terrible ones is as a storm against a wall. It belongs to the time when the Lord of hosts prepares a feast of rich food for all people in His mountain. Then He destroys the covering cast over all people and the veil spread over all nations, swallows up death in victory, wipes away tears from all faces, and removes the rebuke of His people from the earth, while His waiting people gladly rejoice in His salvation as their God.

The verse is also connected with the removal of sins through free access to grace and with the riches of God's glory.
