Isaiah 26:10

Let favour be shewed to the wicked, yet will he not learn righteousness: in the land of uprightness will he deal unjustly, and will not behold the majesty of the LORD.

The verse belongs to the song sung in the land of Judah about the strong city whose walls and bulwarks are salvation, the righteous nation that keeps the truth entering the gates, and trust in the Lord Jehovah as everlasting strength, the same song including the bringing down of the lofty city to the dust under the feet of the poor and needy, and waiting for God in the way of His judgments with desire toward His name and remembrance. With Isaiah 25-26, it is part of the preparation God has made through grace for pardon and the removal of sin. When God's judgments are in the earth the inhabitants of the earth learn righteousness, but favor alone does not reform the wicked who remain rebellious. Even when favor is shown to him, the wicked will not learn righteousness; in the land of uprightness, where righteousness is known and among the upright, he deals unjustly and will not behold or recognize the majesty of the Lord. The verse applies to the time after the Flood, when once God's judgments had passed and been lifted the people rebelled against Him again. In that rebellion after the Flood, the people rejected God's covenant and statutes.
