Isaiah 28:7

But they also have erred through wine, and through strong drink are out of the way; the priest and the prophet have erred through strong drink, they are swallowed up of wine, they are out of the way through strong drink; they err in vision, they stumble in judgment.

Intoxicating drink and strong drink cause people to err and to be out of the way, and even priest and prophet err through them and are swallowed up and turned aside from sound judgment. To err in vision means vision becomes distorted and clear spiritual understanding is lost. To stumble in judgment means decision-making is impaired.

This includes adulterated and poisonous liquor, which impairs judgment and brings harm to families. The warning applies to cities facing God's judgments where drinking continues without repentance. This was illustrated by the destruction of San Francisco, while alcohol continued its influence even among people in responsible positions.

In a spiritual sense the verse also describes religious leaders drunk with error rather than wine. They reject truths they once taught and become caught in delusions. In that condition they lead their followers toward destruction.
