Isaiah 33:3

At the noise of the tumult the people fled; at the lifting up of thyself the nations were scattered.

It belongs to a prophecy concerning Israel, with Israel serving as a type of conditions in the Christian age. It stands among the descriptions of the Lord's coming and judgment whose context has a millennial connection, and for that reason is not to be read literally. It describes the wicked being consumed by devouring fire at the end of the world when the earth is burned up. After that burning, the saints inherit the earth.
