Isaiah 44:26

That confirmeth the word of his servant, and performeth the counsel of his messengers; that saith to Jerusalem, Thou shalt be inhabited; and to the cities of Judah, Ye shall be built, and I will raise up the decayed places thereof:

Isaiah 44:26 belongs to a revelation of God's purpose for His people, to be studied prayerfully. In its surrounding context that purpose is that He redeems and forgives Israel, calls them to return to Him, and gives them reason to praise Him and glorify Him. The verse promises that He confirms the word of His servant and performs the counsel of His messengers, declaring that Jerusalem shall be inhabited and the cities of Judah shall be built, with their decayed places raised up.

He confirms His servant's word while turning wise men backward and making their knowledge foolish. He makes the wrath of men to praise Him and casts down the high imaginations of men, proving that intellectual strength without spiritual power is useless. The word that Jerusalem shall be inhabited and Judah's cities built with their ruined places restored means He is carrying forward a special work of supplying the necessities of His created universe. It reveals Him as good and gracious, satisfying the desires of the soul as well as temporal needs such as moistening dry lips and cooling the tongue.

The verse stands among the promises in Isaiah 44 and 45 that show what God has done and will do for His people. It does not direct His people to turn from Him to seek wisdom from finite human beings. As a promise of restoration it encourages them to trust what He has covenanted to do and to follow on to know Him. That trust calls them to serve Him in missionary work that glorifies His name.
