Isaiah 49:11

And I will make all my mountains a way, and my highways shall be exalted.

God himself turns obstructing mountains into a way and raises up his highways, clearing every obstacle to make a clear, open, level, accessible and passable road for his people to travel forward. He makes this road as he leads and guides his people in mercy, gathering them from distant places and bringing them safely through difficult places. That gathering is from far, and from the north and from the west and from the land of Sinim. It is also a worldwide gathering of people from far-off lands to come to him through the gospel.

In context the road belongs to his preserving of his covenant people. He gives them desolate heritages to inherit, brings prisoners forth and those in darkness into light, and feeds them in the ways and with pastures on all high places. He keeps them from hunger and thirst and from heat and sun, and mercifully leads and guides them beside springs of water to safety and provision. This guiding, providing and comforting work assures them as he gathers them from distant lands.

The same context proves that he comforts his people and has mercy on his afflicted. He has not forsaken or forgotten Zion, but has graven her upon his hands and keeps her walls continually before him. He removes her destroyers and gathers her children to clothe her as with an ornament.

The promise belongs to Christ's saving work as a covenant for the people, bringing those in darkness out. In that saving work chapters 48 and 49 guide the work of God's messengers today in proclaiming the message throughout the world. That work is to raise up the tribes of Jacob and restore the preserved of Israel, to be a light to the Gentiles and his salvation unto the end of the earth, to establish the earth and cause to inherit the desolate heritages, and to say to the prisoners, Go forth, and to them in darkness, Show yourselves.
