Isaiah 54:9

For this is as the waters of Noah unto me: for as I have sworn that the waters of Noah should no more go over the earth; so have I sworn that I would not be wroth with thee, nor rebuke thee.

The waters of Noah are God's sworn oath that floodwaters would never again go over the earth, and with the same oath He swears that He will not remain angry with His people nor rebuke them. That oath is a pledge of mercy and enduring covenant peace toward them, as certain as the promise made to Noah. The promise that follows adds that even if mountains are removed and hills are taken away, His kindness will not depart and His covenant of peace will still endure.

The verse is a prophecy about the work of Christ to help and bless His people when the liberty of His church is endangered. It assures them of God's victory even when oppression makes evildoers and transgressors of the Sabbath seem to triumph and rejoice over them. That assurance calls for aroused and wholehearted public ministry and house-to-house missionary work. Alert spiritual guardians are to be wide awake themselves and to awaken others, selfishness is to be put away from the life, workers are to be in full agreement, and consecrated ability is to proclaim the timely message in neglected cities with clarity and distinctness and in the power of the Spirit. Then the effectiveness of Christ's grace will be seen, decisive changes will occur, confidence will be restored, and unity will prevail.

The mercy and encouragement of the verse are found by doing the work God appoints in the world. They are not for doing nothing while expecting blessing to rest upon the idle, but for taking hold of God's Word and the encouragement He has given and laboring to pull souls away from Satan's control.
