Isaiah 63:15

Look down from heaven, and behold from the habitation of thy holiness and of thy glory: where is thy zeal and thy strength, the sounding of thy bowels and of thy mercies toward me? are they restrained?

Heaven is God's habitation of holiness and of glory, a real dwelling-place where He lives. From that habitation He looks down and beholds those below. Heaven is therefore a real location, not something beyond space and place.

The verse is a plea for God to look down from heaven, His holy and glorious dwelling, and to show His zeal and strength toward His people. It asks for the sounding of His inward compassion and mercies toward them in their distress, rather than keeping that zeal, strength, compassion, and mercy restrained.

The chapter containing the verse testifies of Christ's coming with garments stained with blood. He was seen treading the winepress alone to bring vengeance and the year of the redeemed. That coming is linked to the utter destruction of the wicked at His second appearing. The verse belongs to the prophecies of Isaiah 63-66, which are filled with promises foretelling the very work and words of Christ. Those prophecies point toward the glorious new earth and its capital city, the destruction of sin and sinner, and the everlasting dominion of God's children.

The chapter containing the verse also shows the call of the Gentiles. It proves that Gentiles who have believed and repented of their sins will receive the inheritance along with the patriarchs and the prophets and the just descended from Jacob. This inheritance is theirs even though they neither keep the Sabbath nor are circumcised nor observe the feasts.
