Isaiah 65:6

Behold, it is written before me: I will not keep silence, but will recompense, even recompense into their bosom,

Behold, it is written before me means that the sins of men are kept in a written record before God. That record holds together a person's own iniquities and the iniquities of his fathers. Every man's work passes in review before God and is registered for faithfulness or unfaithfulness with terrible exactness opposite each name. The registration includes every wrong word, every selfish act, every unfulfilled duty, every secret sin and dissembling, neglected warnings, wasted moments, unimproved opportunities, and influence for good or evil with its far-reaching results, along with secret purposes and motives and every idle word by which men will be justified or condemned.

I will not keep silence, but will recompense means God will not pass over sins in silence but will bring them into judgment and repay them into their bosom. The warning is spoken in a most decided manner to those in high positions carrying great responsibilities who have had great light and have disregarded reproof, and to leaders and others with responsibility generally, that they heed the Lord's reproof and fulfill their neglected duties. The neglected duty thus judged includes warning God's people so they understand what is truth, and seeking the lost sheep, a failure for which the church stands guilty.

The call is to stop complaining and evil working, to put away the evil of works, to come nigh, repent, and be converted. The reason is that their ways are not accepted of God and their influence is not wholly on the Lord's side but encourages evil. When these words are accepted and obeyed, the Lord manifests His power and appears to the conviction and conversion of souls, and a reformation goes through the congregation.
