Isaiah 9:17
Therefore the Lord shall have no joy in their young men, neither shall have mercy on their fatherless and widows: for every one is an hypocrite and an evildoer, and every mouth speaketh folly. For all this his anger is not turned away, but his hand is stretched out still.
God's judgment in the verse rests upon a people whose leaders lead them astray. Those who are led are themselves hypocritical in profession, active in evildoing, and foolish in speech. Their condition is not ignorance but settled wrongdoing that pervades word and deed. Because of that wrongdoing divine anger is not turned away but continues, with His hand still stretched out in judgment. Therefore He takes no delight in their young men and extends no pity even to their fatherless and widows. Mercy and favor are withheld where hypocrisy and evil persist, so judgment remains rather than being removed.
