Jeremiah 1:10

See, I have this day set thee over the nations and over the kingdoms, to root out, and to pull down, and to destroy, and to throw down, to build, and to plant.

At his call to the prophetic mission Jeremiah was appointed and set in place by God, with divine words put in his mouth and authority given him over nations and over kingdoms for a twofold work. The first part of that work was to root out and pull down and destroy and throw down. This meant fearlessly delivering stern messages of swift-coming judgment against wickedness and against forsaking God. It included warning that evil would break forth out of the north upon all the inhabitants of the land. The second part of that work was to build and to plant, meaning to restore and to heal, so that the messages of judgment were accompanied by assurances of forgiveness to all who would turn from evil-doing.
