Jeremiah 23:14
I have seen also in the prophets of Jerusalem an horrible thing: they commit adultery, and walk in lies: they strengthen also the hands of evildoers, that none doth return from his wickedness: they are all of them unto me as Sodom, and the inhabitants thereof as Gomorrah.
To strengthen the hands of evildoers is to encourage one another in unbelief when wrongdoing is reproved, joining together to resist correction instead of turning from sin. Such mutual encouragement holds wrongdoers in place, so that none returns from wickedness.
Strengthening one another in unbelief of the visions after reproof has been received is a darker and worse work than the earlier work in Rochester. Those engaged in it had both the example of that earlier work and their own present condition as a warning.
