A grievous whirlwind of the Lord has gone forth in fury, and it will fall with force upon the head of the wicked. It belongs to a broader warning that divine anger will accomplish its intended purpose and that the outcome of evil cannot be escaped by any evasion. The wicked struck by it are those who follow false prophets and reject the word of God.
The same warning presses upon unfaithful watchmen, whose failure to heed the warning themselves and to deliver it to others brings harm both upon themselves and upon those entrusted to them. Ministers who resist the truth and who hinder workers seeking to bring hearers to decision are thereby fighting against God Himself. Their duty is to receive the warning given and to act promptly upon the light bestowed.
