Jeremiah 23:4

And I will set up shepherds over them which shall feed them: and they shall fear no more, nor be dismayed, neither shall they be lacking, saith the LORD.

The verse belongs to the promise that God will gather Judah's scattered remnant and restore them. Unwise and false shepherds neglect their responsibilities and leave the flock, pictured as sheep, burdened and suffering, and the promised faithful shepherds stand in contrast to them. God will set up faithful shepherds to care for His scattered and restored people and lead them back into His fold. Under their care the people will fear no more nor be dismayed, and will not be abandoned or left lacking what they need. This restoration is presented alongside the coming righteous King from David's line, through whom Judah will be saved and Israel will dwell safely.
